PUBLIC WORKS ORGANIZATIONAL STRUCTURE:
With the creation of this position, the public works department organizational structure must be
adjusted but ultimately includes the same number of FTE employees. The proposed
organizational structure includes a Utilities Supervisor, a Streets & Fleet Supervisor, and a
Buildings and Stormwater Supervisor. There will also be two regular maintenance positions and
the apprentice position will be evaluated on an annual basis and filled as needed and when the
budget allows. The supervisor positions have higher-level responsibilities in each of their
respective areas, however, most work time is spent in the field. Each supervisor will work
closely to coordinate projects and utilize public works maintenance staff efficiently as needed.
An outline of the proposed structure is copied below.

The City Council Personnel Committee met on January 27 to review the proposed changes. With
one of our public works employees on long-term disability recovering from a surgery, staff and
the Personnel Committee recommends this change immediately to efficiently maintain
operations.

FISCAL IMPACT
This creation of the Public Works Supervisor - Buildings and Stormwater Management position
is not anticipated to have a direct impact on the 2025 or the 2026 budget. The Public Works
Utilities Supervisor position is already included in the 2025 budget and will transition to this
role.

The Public Works Utilities Supervisor position will be filled through an internal promotion of a
Public Works Maintenance I employee which was included in the 2025 budget. The anticipated
promotion of the current Public Work Apprentice to a Public Works Maintenance I position will
have a budget impact of approximately $6,000 in 2025 and $7,000 for the 2026 budget.
