<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: February 26, 2025 <br /> <br />RE: Authorize Bonding Bill Requests – Little Canada Road Improvements <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve a resolution authorize requests to the Minnesota 2025 Capital Budget. <br /> <br />BACKGROUND: <br />The City of Little Canada is the lead agency pursuing infrastructure improvements in the Little <br />Canada Road corridor, between County Road C and Interstate 35E. Several grant applications have <br />been made to various programs in an effort to cover the approximate $10M in project costs. So far, <br />$7M has been secured for construction funding and $3M of unfunded non-construction costs remain. <br /> <br />The Minnesota Legislature is considering local government request for the 2025 Capital Budget and <br />staff has been advised by the City’s legislators that the Little Canada Road project would be a good <br />submittal. As such, staff is recommending a submittal to cover the remaining, non-grant funded <br />portion of the currently planned Little Canada Road Improvement Project. The amount of that request <br />would be $3M and would be the priority request. <br /> <br />The City’s legislators also recommend that City staff consider making a second request for the <br />desired pedestrian bridge over I-35E. Previous grant requests to the federal IIJA program have so far <br />been unsuccessful. A Capital Budget request would help the City position for bonding dollars in <br />coming legislative sessions. The amount of that request could be $7.5M and would cover all costs <br />associated with the pedestrian bridge project. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council approve the Resolution authorizing submission of two local <br />government capital requests to the 2025 Capital Budget. <br />
