CITY OF LITTLE CANADA <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION 2025-2-XX <br /> <br />A RESOLUTION AUTHORIZING SUBMISSION OF TWO LOCAL GOVERNMENT <br />CAPITAL REQUESTS TO THE 2025 CAPITAL BUDGET <br /> <br /> <br />WHEREAS, the Minnesota legislature is considering local government requests for the 2025 <br />Capital Budget; and <br /> <br />WHEREAS, items funded by the Capital Budget often include the repair and construction of <br />schools, parks, bridges, roads, and wastewater treatment facilities; and <br /> <br />WHERAS, the House and Senate Capital Investment Committees require local governments to <br />submit applications for consideration in the 2025 Capital Budget process; and <br /> <br />WHERAS, Minnesota Management and Budget (MMB) will open the Capital Budget System <br />(CBS) in May 2025 to collect and publish requests for the 2026 Capital Budget Process; and <br /> <br />WHERAS, the City of Little Canada is submitting two requests to the MMB for the Little <br />Canada Road Roundabout Project and the Interstate 35 Pedestrian Bridge; and <br /> <br />WHEREAS, the City of Little Canada requests $3,000,000 to reconfigure the Little Canada <br />Road/Country Drive intersection from a traffic signal to a 2x1 lane roundabout and reconfigure <br />the Little Canada Road, Lake Shore Avenue, and Country Road C intersection from an all-way <br />stop to a single-lane roundabout; and <br /> <br />WHEREAS, the City of Little Canada requests $7,500,000 to complete planning, public <br />engagement, concept development, environmental review, preliminary design, final design, and <br />construction of a pedestrian bridge over Interstate 35E (I-35E), directly north of Little Canada <br />Road (CSAH 21). <br /> <br />NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Little <br />Canada; that <br /> <br />1. The City of Little Canada supports the submission of two local government <br />capital requests to the 2025 Capital Budget; and <br /> <br />2. The City of Little Canada’s priority is the Little Canada Road Roundabout <br />Project; and <br /> <br />3. The City of Little Canada’s second priority is the Interstate 35 Pedestrian Bridge. <br />
