43 | Page <br />City of Little Canada Housing Study - 2025 <br />Zoning and Land Use <br />Zoning and land use regulations shape Little Canada’s housing supply and development patterns, <br />influencing the type, density, and location of residential properties. This section provides an <br />overview of zoning classifications, land use efficiency, and single-family property characteristics <br />to highlight how the city's zoning framework impacts housing availability and development. <br /> <br />Zoning Classifications <br />Little Canada has six zoning districts that allow for residential development. <br /> <br />Zoning District Types of Housing Allowed <br />R-1 – Low Density Residential <br /> <br />1. Detached single-family <br />R-2 Medium-Density <br />Residential <br /> <br />1. Detached single-family <br />2. Two -family <br />3. Multi-family (8 units or less) <br />R-3 - High Density Residential 1. Two -family <br />2. Multi-family (8 units or less) <br />3. Multi-family (8 units or more) <br />4. Multi-family residential building; <br />attached residential building with <br />more than three dwelling units <br /> <br />Two of these zoning districts (R-C and C-2) are mixed-use, allowing for both residential and <br />commercial development. Additionally, some legally non-conforming properties exist in <br />commercial-only zones, meaning that active residences remain in areas zoned for non-residential <br />use. <br /> <br />Land Use Efficiency <br />Despite nearly 50% of Little Canada’s housing units being in multifamily structures (Figure 10), <br />less than 8% of the city’s buildable land is zoned to permit these housing types. <br /> <br /> <br />
