MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />reported that Boosalis plans to take out a buildinq <br />permit for the project tomorrow. <br />Scalze pointed out that for purposes of discussion the <br />City has been using a figure of $235,000 as the <br />purchase price of the property to determine the park <br />charge. This is the amount Boosalis is using as part <br />of the TIF proposal for the project. <br />Scalze stated that <br />precedent in not u; <br />establish the cost <br />Fahey felt that if <br />purposes, it could <br />the park charge as <br />she was concerned about setting a <br />>ing a purchase agreement to <br />of the land. <br />$235,000 is being used for TIF <br />be used as the basis for determining <br />well. <br />TRAIL FROM Scalze reported that the contractor is ready to begin <br />SPOONER PARK construction of the trail from Spooner Park to Pioneer <br />TO PIONEER Park on Monday. Scalze pointed <br />out that the trail will be located within public <br />right-of-way. <br />The City Attorney reported that he discussed the issue <br />with the property owner and informed him that the <br />liability would be the City's unless the property owner <br />did something to obstruct the trail. <br />Blesener asked who would be responsible for plowing the <br />trail, the City or homeowner. <br />It was the concensus of the Council that the City would <br />plow the trail during the winter, similar to other <br />trails and sidewalks that are plowed. <br />It was the concensus of the Council to proceed with the <br />trail construction since the trail is located within <br />public right-of-way. <br />MARKETPLACE Scalze reported that the first Marketplace Morning Talk <br />MORNING for senior citizens was held on September 14th and 85 <br />TALKS senior citizens attended. The talks will be held <br />quarterly and the first one was sponsored by the <br />Rendevous Cafe, Snyders, and the Market Place Merchants <br />Association. <br />Page 21 <br />
