MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />The foregoing resolution was duly seconded by Mr. <br />LaValle. <br />Ayes (5) Fahey, LaValle, Scalze, Blesener, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />PUBLIC Fahey opened the Public Hearing to consider the <br />HEARING rezoning of the north 135 feet of 89, 83, 77, and 73 <br />REZONING West County Road C from B-3 (General Business) to R-1. <br />89, 83, 77, <br />73 WEST Fahey pointed out that this rezoning proposal has been <br />COUNTY been initiated by the City Council to facilitate the <br />ROAD C single-family development at the rear of this property. <br />Fahey asked if there were any impediments to the <br />Council in rezoning these parcels. <br />The City Attorney asked how the Comprehensive Plan <br />identifies these properties. <br />Fahey pointed out that the Comprehensive Plan <br />identifies these parcels as subject to further study <br />since the City recognized that this would be a <br />difficult area to develop given the controversy in the <br />development of the Steneroden property with the <br />adjacent Iona Lane property owners. <br />Scalze expressed concern with the action taken by the <br />Planning Commission in their review of the rezoning <br />proposal, pointing out that the development of the area <br />has been under study for the past 18 months. Scalze <br />noted the numerous public meetings held to review the <br />proposed development of the area and the decision that <br />the property behind the County Road C lots was to be <br />developed via a residential road for the protection of <br />the Iona Lane area. Scalze felt the rezoning at this <br />time was a mechanical exercise resulting from this <br />study. <br />Fahey stated that he was surprised by the opposition to <br />the rezoning. <br />Scalze stated that she was surprised by the <br />recommendation of the Planning Commission, noting that <br />the City gave assurances long ago that this is how the <br />area would develop. <br />Fahey asked if the four County Road C property owners <br />had vested rights to assume that their property would <br />Page 11 <br />
