MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />Fahey replied that it was. <br />Krienke asked how much area there would between the new <br />road and his property at 89 W. County Road C. Krienke <br />reported that he has given a 30-foot permanent easement <br />and was concerned about this. Krienke was concerned <br />that the road location was changed, which resulted in <br />his not selling 89 W. County Road C to the developer. <br />Now the City is proposing to rezone the property, which <br />Krienke believed would result in a loss of about <br />$40,000 in value for the land. Krienke pointed out <br />that the City is depriving other property owners of <br />land value as well. <br />Fahey agreed that there was a change in the road <br />location, however stated that there has been no change <br />since day one about the need to rezone the back portion <br />of the County Road C properties to residential. Fahey <br />stated that this is an essential part of making the <br />project work. Fahey also pointed out that increment <br />from both the commercial and residential development <br />will be used to help pay for the road costs. <br />Krienke asked why this development was needed at this <br />time. <br />Fahey pointed out that the development proposal has <br />been under study £or over 18 months. <br />Blesener reported that there have been a number of <br />development proposals, from mini-storage to <br />multiple-housing, before the Council in the past for <br />the Steneroden property. Iona Lane residents have <br />always maintained that the City promised them that this <br />property would develop as residential, and the Council <br />has addressed these concerns with the Boosalis <br />development proposal. <br />Blesener reported that when Mr. Boosalis proposed a <br />second phase for his commercial development on Rice <br />Street, the Council saw the opportunity to ensure that <br />the property adjacent to Iona Lane developed as <br />residential. Blesener also pointed out that TIF <br />dollars from both the commercial and residential <br />developments will be used to write down the cost of the <br />road and help the residents out. <br />Page 14 <br />
