MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />Blesener stated that Mr. Boosalis moved the location of <br />the road in order to reduce the cost of the project. <br />Pierce pointed out that the Planning Commission <br />supported the concerns of the County Road C property <br />owners. Pierce pointed out that the project does not <br />have to stop if the County Road C properties are not <br />rezoned. <br />Scalze stated that there was no way to develop the area <br />as residential without rezoning the County Road C <br />properties. <br />Collova pointed out that Pierce does not want <br />commercial property in his backyard, but wants it <br />across from Mr. Boosalis's residential lots. <br />Fahey again pointed out that the County Road C frontage <br />would remain commercial and would be developed as a <br />unit with screening occuring on back lot lines. Fahey <br />stated that the proper area for zoning transitions to <br />occur is at back property lines. <br />Krienke pointed out that the County Road C properties <br />were already assessed for sewer and water, and will now <br />be assessed at the back property lines again. <br />Blesener pointed out that the properties will have a <br />lot that they can sell as a result of the road <br />improvement. <br />Scalze again pointed out that this matter has been <br />discussed for almost two years, and the rezoning is no <br />surprise to anyone. <br />Fahey pointed out that the project makes long-term <br />sense for the City. <br />Krienke asked if the roadway would be over his <br />permanent easement. <br />Fahey suggested that Krienke needs to discuss this with <br />Mr. Boosalis. <br />Boosalis believed that the easement was for ingress and <br />egress, however, could not remember the exact details. <br />Page 15 <br />
