MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 89-10-522 - INSTRUCTING THE CITY PLANNER <br />TO INITIATE THE APPROPRIATE PROCESS TO AMEND THE CITY~S <br />COMPREHENSIVE PLAN TO REFLECT THE REZONING OF 89, 83, <br />77, AND 73 WEST COUNTY ROAD C FROM B-3 (GENERAL <br />BUSINESS) TO R-1 <br />The foregoing resolution was duly seconded by Mrs. <br />Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Fahey, LaValle. <br />Nays (O). <br />Resolution declared adopted. <br />RECESS At this point in the meeting, 9:03 P.M., Council took <br />short recess. The meeting was reconvened at 9:12 P.M. <br />SENIOR Mr. Ken Barthel, President, Barthel Construction, <br />CITIZEN appeared before the Council to present a proposal <br />HOUSING for the construction of a senior citizen housing <br />PROPOSAL project within the City. <br />Fahey pointed out that the City has received reports <br />from the City Planner cautioning the City about the <br />financial arrangements proposed for the senior housing <br />project, and Fahey reviewed the October 23rd report <br />submitted by the Planner. <br />Mr. Skip Sorensen, architect representing Barthel <br />Construction, reported that the proposal is for a 98 to <br />102 unit apartment building. The building would be <br />three-story with underground parking for 75 to 78 <br />vehicles. There is a visitor parking area proposed <br />with 25 to 28 spaces. Sorensen described the site <br />which consists of 3.85 acres and its location. <br />Sorensen described the building itself and the <br />amenities planned, which include storage rooms, <br />security system, air-conditioning, community room, card <br />room, library area and health care area. Sorensen felt <br />the location was good, had the necessary services, and <br />pointed out that the proposal meets the City's zoning <br />requirements. <br />Fahey pointed out the limited amount of parking at the <br />City's existing senior building. Fahey asked if there <br />was a need for the amount of parking that Barthel is <br />proposinq. <br />Page 19 <br />
