MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />LaValle asked the timetable that Barthel Construction <br />is working with. <br />Barthel estimated that it would take six weeks to two <br />months to get a market study completed. <br />Fahey suggested that the City wait until the market <br />study is completed before the City consultants get <br />involved. Fahey pointed out that by that time, the <br />City will have its new administrator on board. <br />Scalze reported that the Council has an interest in an <br />additional senior citizen building, pointing out the <br />success that the existing building is. Scalze stated <br />that she would like to read about what Barthel <br />Construction has done with senior citizen housing in <br />the City of New Brighton. <br />Fahey stated that he would like to know if there is a <br />way that the City can build a senior citizen housing <br />project and still retain control without significant <br />risk to the City. Fahey stated that he would like to <br />give Little Canada residents preference in renting the <br />units. Fahey pointed out that if TIF is involved, the <br />City would have a development aqreement with the <br />contractor, and controls could be included in that <br />agreement. <br />Fahey suggested that Barthel Construction come back <br />with a market study, and at that time the new City <br />Administrator should be on board. <br />Cohodes encouraged the Council to contact various <br />cities where Miller & Schroeder has implemented <br />programs, and Cohodes indicated that she would submit a <br />reference list to the Council. <br />Fahey stated that he hoped the project would proceed, <br />and once the market study is available, a workshop <br />meeting would be scheduled. At that time the City <br />Administrator will be on board, and the Council can <br />determine which consultants should be involved. <br />Barthel pointed out that the cost of a market study is <br />between $8,000 and $10,000 and he wanted to be sure <br />that Barthel Construction would be the builder of such <br />a project, if one is approved. <br />Page 22 <br />
