MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />Fahey felt that if the City allowed the garage to be <br />built, he felt that assessments for the street portion <br />of the improvement should be paid. <br />Blesener stated that he opposed dividing up the <br />assessment between street, sewer and water. <br />Fahey stated that he supported assessing only for the <br />street cost since that is all that McTeague would be <br />using. Fahey pointed out that there is interest <br />accruing on the deferred assessment at a rate of <br />approximately $998 per year. The balance on the <br />assessment as of December 31, 1988 is $11,093. <br />Blesener stated that aesthetically, the proposal does <br />not fit into the Sylvan Street neighborhood. <br />Scalze agreed. <br />McTeague stated that it was his opinion that the garage <br />would be an improvement to the alternative of having <br />contractors dump sand and concrete on the lot. <br />Blesener asked if the garage could be moved deeper into <br />the lot so that it would look like part of the back <br />structure. <br />McTeague stated that he would be agreeable to moving <br />the garage back. <br />Scalze stated that she was still opposed to dividing <br />the assessment. <br />The City Engineer estimated that about one-third of the <br />total assessment would be for street improvement only. <br />Jerry Wester, 2590 Sylvan, stated that he opposed the <br />proposal as he did not believe it would fit into the <br />neighborhood of new homes. <br />Mike Degal, 2535 Sylvan, also opposed the proposal as <br />he did not believe it would fit into the neighborhood. <br />Degal stated that he objected even if the garage was <br />moved deeper into the lot. Degal was concerned that if <br />the property was ever sold in the future, a business <br />would move into the garage. Degal stated that since <br />the property is not buildable for a house, a garage <br />should not be allowed on it. <br />Page 6 <br />
