MINUTES <br />CITY COUNCIL <br />November 8, 1989 <br />Fahey pointed out that the formula that the State <br />adopted is detrimental to cities that have not <br />experienced large population growth. <br />Scalze asked if School Districts will be required to <br />levy less since their State Aid has been increased. <br />The Auditor replied that this is the case. <br />The Auditor also pointed out the advertisement the <br />State is requiring cities to place which details the <br />percentage increase that cities are levying. A sample <br />of that advertisement appears as Exhibit L in the <br />Auditor's report. <br />Fahey pointed out that this makes the City's increase <br />look exorbitant, while the City's budget has less <br />impact on taxpayers than the School District's. <br />Voto reported that he spoke with the Assistant <br />Superintendent of Schools who indicated that the School <br />District will be levying approximately $2 million less <br />in 1990 than they levied in 1989. Aowever, the City <br />will have to levy 27% more than in 1989. However, the <br />bottom line will balance out and should not result in <br />an increase to taxpayers. <br />Voto pointed out that the School District is not <br />necessarily winning in this situation by realizing <br />increased revenue. The School District will be getting <br />less local tax, but more State Aid. <br />Fahey pointed out that the direct result is that the <br />School District will levy less and their tax levy will <br />reflect a smaller increase, while the City is required <br />to increase its tax levy since it will receive less <br />State Aid. <br />The Auditor reviewed Exhibit J. Next reviewed was <br />Exhibit K, which the Auditor pointed out was a proposed <br />tax levy which needs to be certified to the County by <br />November 15th. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 89-11-547 - APPROVING THE 1990 PROPOSED <br />GENERAL FUND AND BONDED INDEBTEDNESS TAX LEVY AS <br />PRESENTED BY THE CITY STAFF AND AS AMENDED BY THE CITY <br />COUNCIL WHICH TOTALS $1,597,030 <br />Page 6 <br />
