MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />RESOLUTION NO. 89-11-566 - PLACING A MORATORIUM ON THE <br />ENFORCEMENT OF ORDINANCE NO. 322, SECTION 816.040 (B), <br />WITH REGARD TO CHARGING A$500.00 USER FEE FOR FALSE <br />BURGLER ALARMS IN EXCESS OF SIX, PENDING FURTHER REVIEW <br />AND ADOPTION OF CHANGES TO THE CITY'S FALSE ALARM <br />ORDINANCE AS APPLIES TO BURGLAR ALARMS <br />The foregoing resolution was duly seconded by Mrs. <br />Scalze. <br />Ayes (4) Fahey, Scalze, Collova, LaValle. <br />Nays (1) Blesener. <br />Resolution declared adopted. <br />Blesener stated that he would like to look at the fees <br />for false fire alarms as well ,and voted against the resolution <br />since he felt the $250 false alarm fee was also too high. <br />Fahey instructed City staff to get copies of the false <br />alarm ordinances that are currently in effect in other <br />cities, and suggested that the City Administrator <br />analyze them and report back to the Council. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 89-11-567 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO ANALYZE TIiE FALSE ALARM ORDINANCES OF <br />SURROUNDING CITIES, AND MAKE A RECOMMENDATION TO THE <br />COUNCIL ON TfiE ISSUE OF FALSE BURGLAR ALARM FEES AT THE <br />DECEMBER 27, 1989 COUNCIL MEETING <br />The foregoing resolution was duly seconded by Mr. <br />Blesener. <br />Ayes (4) Fahey, Blesener, Scalze, Collova. <br />Nays (1) LaValle. <br />Resolution declared adopted. <br />ON-SALE Fahey reported that State Law has been changed to allow <br />LIQUOR the holders of on-sale liquor licenses to stay open <br />HOURS OF until 1 a.m. on Monday mornings. Fahey noted that the <br />OPERATION City has receiv ed letters from the holders of on-sale <br /> licenses within the City supporting the City's adoption <br /> of an ordinance allowing the increase in hours of <br /> operation. <br />The City Attorney reported that the State Law also <br />allowed cities to permit the holders of off-sale <br />licenses to be open on Fourth of July and New Year's <br />Day. <br />Page 11 <br />
