MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />Council noted that the City staff advised the holders <br />of on-sale licenses that the increase in hours of <br />operation would be considered this evening, but <br />off-sale license holders were not notified of <br />consideration to allow off-sale establishments to be <br />open on Fourth of July and New Year's Day. Therefore, <br />Council suggested that consideration of that issue be <br />held at the December 13th meeting. In the meantime, <br />the City staff should notify off-sale license holders <br />that the matter will be considered on December 13th. <br />Fahey also requested that the staff determine how the <br />City of St. Paul has addressed this issue. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 89-11-568 - AMENDING TxE ORDINANCE TO <br />ALLOW ON-SALE LIQUOR ESTABLISHMENTS TO REMAIN OPEN <br />UNTIL 1 A.M. ON MONDAY MORNINGS IN ACCORDANCE WITA <br />STATE LAW <br />The foregoinq resolution was duly seconded by Mr. <br />Fahey. <br />Ayes (5) Scalze, Fahey, Blesener, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />FRATTALONE Scalze reported that she reviewed the survey done by <br />RECYCLING the City Planner on recycling/stockpiling of aggregate <br />OPERATION materials. Scalze noted that the survey states that <br />such an operation would be a permitted use in Vadnais <br />Heights. Scalze stated that she contacted Vadnais <br />Heights and was informed that this use would not be <br />permitted unless certain conditions were met such as <br />covering the stockpile with plastic and installing a <br />silt fence. Definite dates for removal would also be <br />required. <br />Scalze reported that she spoke with the City of <br />Roseville which indicated that a Code revision would be <br />necessary before such an operation would be allowed. <br />Maplewood indicated that such an operation might be <br />permitted in the Code but only under the ordinance <br />which says that anything allowed must be a lawful use. <br />However, Maplewood did not think a <br />recycling/stockpiling operation would be allowed. <br />Scalze was concerned that the information she obtained <br />from the various cities surveyed differed from that <br />contained in the Planner's report. <br />Page 12 <br />
