MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />LIONS CLUB Mrs. Scalze introduced the following resolution and <br />GAMBLING moved its adoption: <br />APPLICATION <br />RESOLUTION NO. 89-11-569 - BRINGING TO TABLE THE <br />APPLICATION FOR GAMBLING LICENSE RENEWAL SUBMITTED BY <br />THE NORTH RAMSEY 500 LIONS CLUB WHICH WAS TABLED AT THE <br />NOVEMBER 8, 1989 CITY COUNCIL MEETING <br />The foregoing resolution was duly seconded by Mr. <br />Collova. <br />Ayes (5) Scalze, Collova, Fahey, Blesener, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Mr. Bob Wolter, member of the North Ramsey 500 Lions <br />Club, appeared before the Council. Wolter stated that <br />he was surprised to learn that the Council tabled <br />action on the application submitted by the Lions Club <br />for renewal of their Class A gambling license. Wolter <br />asked for clarification of the City Council's reasons <br />for the tabling. <br />LaValle replied that the application submitted was for <br />renewal of a Class A gambling license, however, City <br />records indicate that the City never approved a Class A <br />license for the Lions Club. LaValle reported that on <br />October 31, 1988 the Lions Club made application for a <br />Class B license, which allows for raffles, paddel <br />wheels, tip boards and pull tabs. On November 9, 1988 <br />the City Council approved the Class B license. <br />Wolter replied that to his knowledge the application <br />was for a Class A license. <br />LaValle disagreed and showed Wolter the City's copy of <br />the application form which has the Class B catagory <br />indicated. LaValle reported that on December 16, 1988 <br />the State denied this application, however, as of <br />January 1, 1989 State records indicate that the Lions <br />Club was granted a Class A gambling license. LaValle <br />pointed out that the City approved a Class B license, <br />and questioned what happened between the time the <br />application left the City and was submitted to the <br />State that caused the classification change. <br />Wolter stated that he is surprised that the copy of the <br />City~s application form indicates a Class B license, <br />however, agreed that the application form is in his <br />Page 15 <br />
