MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />Fahey suggested that the City Planner review the plan. <br />Frattalone pointed out that while the Council may have <br />concerns with the appearance of this recycling <br />operation in Ryan Industrial Park, there are other <br />properties in the Park in need of improvement. <br />Scalze agreed, and pointed out that the intent of the <br />Council is to improve the appearance of Ryan Industrial <br />Park. However, the fact that it doesn't look good is <br />not a reason to make it look worse. <br />Blesener felt the recycling operation was better than <br />some of the outdoor storaqe in the Park. Blesener <br />pointed out that the City can put controls on the <br />recycling operation such as screening, etc. as well as <br />a time limit on the operation, if it so desires. <br />Blesener pointed out that Frattalone has indicated that <br />his property must settle before it can be developed, <br />and suggested that the amount of time needed for the <br />property to settle would be a good time limit for the <br />recycling operation. <br />Scalze pointed out that both the Planning Commission <br />and City Council studied the issue of outdoor storage <br />in Ryan Industrial Park, and the Commission recommended <br />that a Conditional Use Permit be required for outdoor <br />storage. However, the City Council did not support <br />this recommendation. Scalze felt that this was a <br />mistake. <br />Fahey pointed out that the ordinance requires screening <br />of outdoor storage, and the Council felt that this was <br />adequate control. <br />Frattalone stated that outdoor storage should be <br />required to be located behind a building. <br />Fahey pointed out that the Code limits the amount of <br />outdoor storage that a business can have. <br />Blesener stated that it is not outdoor storage itself <br />that is the problem, but rather the type of outdoor <br />storage that is occurring in Ryan Industrial Park. <br />Fahey suggested that the City Planner study the issue <br />further and come back with a recommendation on the <br />types of controls that the City should impose on a <br />recycling/stockpiling operation. Fahey requested this <br />recommendation for the December 27th City Council <br />meeting. <br />Page 14 <br />
