MINUTES
CITY COUNCIL
NOVEMBER 22, 1989
Fahey suggested that the City Planner review the plan.
Frattalone pointed out that while the Council may have
concerns with the appearance of this recycling
operation in Ryan Industrial Park, there are other
properties in the Park in need of improvement.
Scalze agreed, and pointed out that the intent of the
Council is to improve the appearance of Ryan Industrial
Park. However, the fact that it doesn't look good is
not a reason to make it look worse.
Blesener felt the recycling operation was better than
some of the outdoor storaqe in the Park. Blesener
pointed out that the City can put controls on the
recycling operation such as screening, etc. as well as
a time limit on the operation, if it so desires.
Blesener pointed out that Frattalone has indicated that
his property must settle before it can be developed,
and suggested that the amount of time needed for the
property to settle would be a good time limit for the
recycling operation.
Scalze pointed out that both the Planning Commission
and City Council studied the issue of outdoor storage
in Ryan Industrial Park, and the Commission recommended
that a Conditional Use Permit be required for outdoor
storage. However, the City Council did not support
this recommendation. Scalze felt that this was a
mistake.
Fahey pointed out that the ordinance requires screening
of outdoor storage, and the Council felt that this was
adequate control.
Frattalone stated that outdoor storage should be
required to be located behind a building.
Fahey pointed out that the Code limits the amount of
outdoor storage that a business can have.
Blesener stated that it is not outdoor storage itself
that is the problem, but rather the type of outdoor
storage that is occurring in Ryan Industrial Park.
Fahey suggested that the City Planner study the issue
further and come back with a recommendation on the
types of controls that the City should impose on a
recycling/stockpiling operation. Fahey requested this
recommendation for the December 27th City Council
meeting.
Page 14
