MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />not willing to approve a Class A license for events to <br />be held in other cities, and feels that the city in <br />which these events are to be held should have approval <br />authority. <br />Wolter replied that it would. <br />LaValle pointed out that the Lions Club only needs a <br />Class D license to hold the events it desires. <br />Wolter stated that if the City is denying the Class A <br />license, it is likely that the Lions will seek a Class <br />B license so that it could sell tip boards at its <br />events. The Lions would not sell pull tabs and has no <br />intention of competing with the organization already <br />selling pull tabs at the Venetian. Wolter stated that <br />he would like to determine all the City's objections to <br />the Lions license application. <br />Scalze pointed out that the Lions Club already has an <br />indication of the City~s objections from the minutes of <br />the last Council meeting. <br />Fahey stated that he has not changed his opinion from <br />that meeting. <br />Scalze stated that she has a problem with approving a <br />license application for an organization, and having a <br />different application submitted to the State. <br />Fahey stated that due to the fact that this happened he <br />is less inclined to look favorably on a gambling <br />application submitted by the Lions Club. Fahey felt <br />that since charitable gambling is controversial, <br />organizations should make sure that they avoid the <br />appearance of impropriety. Fahey was very concerned <br />that the City approved a Class B gambling license for <br />the Lions in 1988 and it came back as a Class A <br />license. Fahey stated that he respects the Lions Club <br />for the things that they do, however, does not respect <br />their record of involvement with charitable gambling. <br />LaValle again pointed out that the Lions Club only <br />requires a Class D license for the events they wish to <br />hold. <br />Wolter again pointed out that a Class D license only <br />allows raffles, and the Lions would like to sell tip <br />boards at their events, but would not sell pull tabs. <br />Wolter stated that the Lions would cooperate with the <br />organization that sells pull tabs at the Venetian. <br />Page 19 <br />
