MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />Fahey pointed out that the Planning Commission <br />recommended approval of the Conditional Use Permit by a <br />vote of 3 to 2 subject to compliance with the <br />recommendations of the City Planner. <br />Scott Wesch appeared before the Council and reported <br />that he leases 1,830 square feet of office and <br />warehouse space from Minnesota Mini-Storage. Wesch <br />reported that the modular buildings that he is <br />proposing would not be permanently attached to the <br />ground, but would be transportable. The structures <br />would be landscaped. Wesch did not believe the <br />structures would be a detrimental to the area, and <br />would be used to display the types of room additions <br />that his firm constructs. <br />Wesch explained that the displays would not be heated <br />or lighted, and would be used strictly as an eye <br />catcher to traffic driving by. It is anticipated that <br />people would see the displays, copy the business phone <br />number down, and call Wescot Construction for more <br />information. Wesch did not believe that the displays <br />would increase the amount of walk-in traffic that his <br />business has. <br />Wesch reported that the displays have been used in <br />trade shows in the past, and he would like to use them <br />more regularly. <br />Wesch reported that the Planning Commission discussed <br />conditions that could be placed on a Conditional Use <br />Permit, and was in agreement to conditions being <br />imposed on the permit he is requesting. Wesch <br />suggested that if he does not abide by such conditions, <br />the City would have the option of revoking the permit <br />after a year's time. <br />Scalze stated that she does not understand why the City <br />would approve such a CUP, pointing out that the request <br />does not meet Code. The City Planner has outlined this <br />fact, and Scalze noted that if the City allows this <br />request for Mr. Wesch, it will be faced with similar <br />requests. <br />Wesch pointed out that there are other businesses in <br />the City which have outdoor displays of their goods. <br />Scalze replied that that was a separate issue that <br />should be looked into. <br />Page 5 <br />
