MINUTES <br />CITY COUNCIL <br />December 27, 1989 <br />GARBAGE The City Administrator recommended that the Council act <br />RATES on the garbage rates as outlined in the Public Works <br />Superintendent's letter discussed earlier this evening. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 89-12-634 - APPROVING THE GARBAGE RATES <br />AS RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT IN <br />AIS LETTER DATED DECEMBER 26, 1989 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. <br />Nays (O). <br />Resolution declared adopted. <br />CITY ENGINEER The City Engineer pointed out that his intent had been <br />to retire at the end of 1989. However, the City has <br />asked that he stay on for a couple of months until a <br />new City Engineer has been found. The Engineer <br />reported that he is selling his business, and asked if <br />the Council would consider continuing with the firm <br />under the new ownership. <br />Blesener reported that the Council had decided <br />previously that once the new City Administrator was on <br />board, the City Engineer, Public Works Superintendent <br />and Building Inspector should get together to define <br />the needs of the City with regard to engineering, and <br />then invite proposals to be submitted by engineering <br />firms based on those needs. Blesener stated that he <br />would still like to take this route. <br />Hanson pointed out that when engineering firms are <br />being considered for the position, the City should look <br />at the competence of the firm in relationship to the <br />needs of the City and how the firm will work with those <br />needs. Hanson reported that it is difficult to <br />evaluate cost. The key is how the firm will work with <br />the City. <br />Fahey stated that he would not rule out the present <br />firm, however, felt more comfortable taking the route <br />previously decided upon. Fahey suggested that a <br />screening committee should be set up to begin the <br />project of hirinq a new City Engineer. <br />Page 31 <br />
