MINUTES <br />CITY COUNCIL <br />January 10, 1990 <br />Fahey suggested that the residents of the trailer park <br />may have some opposition to having standing water near <br />the park, <br />The Administrator reported that the Watershed is <br />looking for the City's approval to transfer the title <br />of the property to them with the property to be used as <br />a ponding area. <br />The Council discussed the use of the site for <br />composting, with Scalze suggesting that perhaps a <br />portion of the property could be retained for this use. <br />Scalze suggested that the Administrator and Bill <br />5anders discuss the matter with the Watershed in more <br />detail, <br />Blesener pointed out that portions of the property are <br />marshy, and suggested that ponding may be a better use <br />of the site than composting. <br />Collova pointed out that there is a piece of property <br />located behind the City Garage site that could be <br />acquired for a composting site. <br />Fahey asked if the County is requiring the City provide <br />a compost site. <br />Blesener replied that the City is not required to <br />provide such a site and pointed out the location of the <br />County compost site on Beam Avenue. <br />Council discussed the issue further, and it was <br />suggested that the matter be tabled for two weeks to <br />allow the City Engineer and City Administrator to get <br />more information on the proposal. Council also <br />suggested that City staff look at other possible <br />compost sites within the City. <br />The Administrator pointed out that there are other <br />City-owned sites that the Watershed would like to <br />acquire easements over, one being the City Garage site. <br />Council suggested that the Public Works Superintendent <br />review that request and report on the impact such an <br />easement would have on the site. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />Page 19 <br />
