MINUTES <br />CITY COUNCIL <br />January 10, 1990 <br />Fahey suggested that i£ the lease agreement provides <br />for compensation of $1 per year, the City should <br />enforce the ordinance or change it. <br />Blesener pointed out that the City may not be able to <br />afford to enforce the ordinance. <br />Scalze suggested that the ordinance could be changed to <br />allow billboards to remain until the expiration of <br />their current lease agreement. <br />ALARM The City Attorney submitted for Council approval <br />ORDINANCE an ordinance adopting fees for false alarms as <br />discussed at the December 27, 1989 Council meeting. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 327 - AMENDING SECTION 816.040 OF THE <br />MUNICIPAL CODE OF THE CITY OF LITTLE CANADA RELATING TO <br />USER FEES FOR FALSE ALARMS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />OWASSO The City Administrator submitted reports from <br />BASIN the Ramsey/Washington Metro Watershed District to the <br />DRAINAGE Council on the Owasso Basin Drainage project. <br />Scalze pointed out that the property discussed in the <br />report has been suggested as a possible compost site by <br />the Council. Scalze also reported that the City has <br />offered space for ponding to the Watershed within the <br />City's park property north of the water tower. The <br />Watershed had indicated that they would dig ponds in <br />this area. <br />Fahey pointed out that the property in the South Owasso <br />area had been acquired by the the City as tax forfeit <br />property, and was designated for drainage and ponding <br />purposes. <br />The City Attorney reported that the City has a <br />State-Use Deed for the property which states that its <br />use is limited to ponding. <br />Page 18 <br />
