MINUTES <br />CITY COUNCIL <br />January 26, 1990 <br />including what was spent for preliminary design phase; <br />for the City Center expansion project the range given <br />was $30,000 to $34,000 for architectural fees. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-1-54 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO NEGOTIATE WITH BOARMAN & ASSOCIATES AS <br />STATED FOR ARCHITECTURAL SERVICES FOR THE FIRE STATION <br />PROJECT AND CITY CENTER EXPANSION PROJECT, AND IF A NEW <br />CONTRACT CANNOT BE NEGOTIATED WITH BOARMAN BY NOON ON <br />JANUARY 31, 1990, THE CITY ADMINISTRATOR IS HEREBY <br />AUTHORIZED TO RELEASE REQUESTS FOR PROPOSALS FOR BOTH <br />PROJECTS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Collova. <br />Nays (O). <br />Requestion declared adopted. <br />The Administrator estimated that if Boarman & <br />Associates is hired to provide architectural services <br />for the two projects, it will take between 60 and 90 <br />days to prepare plans and specs. There will be a <br />minimum of a three week bid time. Once bids are in, it <br />will take a minimum of 1 month to 6 weeks to execute <br />contracts. Therefore, the 1st of June will be the <br />absolute earliest that construction could begin. The <br />Administrator reported that April 23rd would be the <br />soonest that the City could obtain control of the <br />McNamara property, and the buildings will need to be <br />relocated from the fire station site. <br />The Administrator estimated construction of the fire <br />station project will take between 5 and 7 months, <br />putting completion in the winter of 1991. The <br />Administrator suggested that the City may wish to <br />postpone the paving of the parking areas until Spring. <br />Council agreed that it would be better to let the <br />ground settle over the winter before paving is done. <br />The Administrator also felt that the City would realize <br />a cost savings by bidding the two projects together. <br />Blesener agreed. <br />Page 3 <br />
