However, there are additional fees <br />outlined in the proposal that the City would be <br />responsible for which include 3 1/2% of their fee for <br />Errors and Omissions Insurance, document preparation <br />fees, fees for bidding alternates even if the City does <br />not go forward with an alternate. The Administrator <br />reported that Boarman is also requesting a fee for <br />interior design of the buildings which is proposed as a <br />percentage of the furnishings and equipment portion of <br />the budget. <br />The Administrator reported that Boarman is not giving <br />the City credit for past fees paid for the preliminary <br />design phase as part of the total project, and reported <br />that he has seen this done in other projects. <br />The Council and Administrator discussed the proposal in <br />detail and it was the concensus of the Council that a <br />counter-offer should be made to Boarman & Associates. <br />Council felt that if an agreement cannot be worked out <br />with Boarman by Wednesday of next week, the City should <br />proceed to send out requests for proposals to other <br />architectural firms. <br />The Administrator estimated that he could have requests <br />for proposals ready to qo quickly and anticipated that <br />the City would have responses back within two weeks. <br />The Administrator pointed out that the City already has <br />a budget estimate for the Fire Station, the size of the <br />station determined and ideas on the design, therefore, <br />a good deal of the work has already been completed. <br />The Council discussed the fees included in Boarman's <br />proposal. The Administrator suggested that the Council <br />work with flat dollar amounts allowing Boarman & <br />Associates to structure the fees anyway they choose. <br />However, suggested that percentages be based on bid <br />amounts rather that project estimates. <br />Council gave the Administrator the following guidelines <br />to negotiate a revised contract with Boarman: For the <br />Fire Station project a maximum fee of $80,000 plus <br />what the City already has paid Boarman for the <br />preliminary design phase, and a minimum of $75,000 <br />Page 2 <br />
