MINUTES <br />CITY COUNCIL <br />February 14, 1990 <br />to separate the path from the driving area. <br />Zender asked if the curb and gutter portion of the <br />improvement could be postponed. <br />The Engineer pointed out that the developer is tying <br />his drainage into the storm sewer that will be <br />constructed as part of the improvement. <br />Fahey asked how the improvement will be administered <br />from the City's level given the retirement of Mr. <br />Carley. <br />It was pointed out that Mr. Carley has a good portion <br />of plans and specifications completed for the <br />improvement. When a new City Engineer is hired, Carley <br />indicated that his firm could turn over the project to <br />the new firm at some point. <br />The Administrator pointed out that the improvement <br />costs discussed tonight are estimates. If the actual <br />bids exceed these estimates, another public hearing <br />will need to be held. Therefore, the $68 per front <br />foot quoted is the maximum that the improvement will <br />cost property owners at this point, and, hopefully, the <br />costs will come in less than that amount. <br />Upon motion by Fahey, seconded by Scalze, the public <br />hearing was closed. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-2-69 - ORDERING IMPROVEMENT N0. <br />89-23, COUNTRY DRIVE FROM THE WATER WORKS PROPERTY TO <br />SOUTH OWASSO BLVD. BY GRADING, SANITARY SEWER, STORM <br />SEWER, GRAVEL BASE, BITUMINOUS SURFACE AND CONCRETE <br />CURB AND GUTTER IN ACCORDANCE WITH MUNICIPAL STATE AID <br />STANDARDS AND ORDERING THE CITY ENGINEER TO PREPARE <br />PLANS AND SPECIFICATIONS FOR THE IMPROVEMENT <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) Fahey, Collova, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Fahey noted that the concensus of the Council is to <br />defer one-half of the assessment for a period of two to <br />three years for those properties being used for <br />residential purposes. <br />Page 8 <br />
