MINUTES
CITY COUNCIL
February 14, 1990
to separate the path from the driving area.
Zender asked if the curb and gutter portion of the
improvement could be postponed.
The Engineer pointed out that the developer is tying
his drainage into the storm sewer that will be
constructed as part of the improvement.
Fahey asked how the improvement will be administered
from the City's level given the retirement of Mr.
Carley.
It was pointed out that Mr. Carley has a good portion
of plans and specifications completed for the
improvement. When a new City Engineer is hired, Carley
indicated that his firm could turn over the project to
the new firm at some point.
The Administrator pointed out that the improvement
costs discussed tonight are estimates. If the actual
bids exceed these estimates, another public hearing
will need to be held. Therefore, the $68 per front
foot quoted is the maximum that the improvement will
cost property owners at this point, and, hopefully, the
costs will come in less than that amount.
Upon motion by Fahey, seconded by Scalze, the public
hearing was closed.
Mr. Fahey introduced the following resolution and moved
its adoption:
RESOLUTION NO. 90-2-69 - ORDERING IMPROVEMENT N0.
89-23, COUNTRY DRIVE FROM THE WATER WORKS PROPERTY TO
SOUTH OWASSO BLVD. BY GRADING, SANITARY SEWER, STORM
SEWER, GRAVEL BASE, BITUMINOUS SURFACE AND CONCRETE
CURB AND GUTTER IN ACCORDANCE WITH MUNICIPAL STATE AID
STANDARDS AND ORDERING THE CITY ENGINEER TO PREPARE
PLANS AND SPECIFICATIONS FOR THE IMPROVEMENT
The foregoing resolution was duly seconded by Collova.
Ayes (4) Fahey, Collova, Scalze, LaValle.
Nays (0).
Resolution declared adopted.
Fahey noted that the concensus of the Council is to
defer one-half of the assessment for a period of two to
three years for those properties being used for
residential purposes.
Page 8
