MINUTES City Council February 28, 1990 Fahey commented that he supported the recommendation of the Administrator provided that the easements can be obtained at no cost. Scalze asked who installed the mains. The Administrator replied that the mains were put in privately, and as based on the plans reviewed, the system appears to be properly constructed. The issue of City easements for the mains is to address maintenance. The Administrator pointed out that prior to taking the easements, the City will have the mains tested to ensure that they meet City standards. Fahey pointed out that the water mains are part of the City's looped system which impacts on fire protection and water service to adjacent properties. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 90-2-99 - AUTHORIZING THE CITY ADMINISTRATOR AND CITY ENGINEER TO PROCEED TO OBTAIN APPROPRIATE CITY EASEMENTS FOR THE WATER AND SEWER MAINS IN THE MARKET PLACE PROPERTY AT NO COST TO THE CITY SUBJECT TO TESTING OF THESE MAINS WITH THE COST OF TESTING TO BE BORNE BY THE PROPERTY OWNER AS RECOMMENDED BY THE CITY ADMINISTRATOR The foregoing resolution was duly seconded by Scalze. Ayes (5) Fahey, Scalze, Collova, LaValle, Blesener. Nays (O). Resolution declared adopted. COUNTRY DR. Pat Pelstring, Business Development Services, appeared REDEVELOPMENT before the Council and reported that it is necessary to TIF amend the TIF boundaries of the Country Drive ASSISTANCE redevelopment project which were inaccurately established. In addition, Pelstring recommended modification of the TIF budqet for District 2-1 as outlined in his letter to the City dated February 20, 1990. Pelstring reviewed those budget revisions in detail with the Council.
