MINUTES <br />City Council <br />February 28, 1990 <br />The City Planner estimated its height to be 16 feet. <br />David Schack, representing Valvoline Rapid Oil, <br />reported that the pylon proposed would conform to the <br />requirements of the Sign Ordinance. <br />Blesener asked if the signage for Rapid Oil could be <br />combined with the pylon for the second phase of the <br />center. <br />Boosalis reported that if that were done he would have <br />no space on the sign for the other tenants of the <br />Center. <br />Scalze pointed out that other shopping centers in the <br />area do not have multiple pylons. Scalze pointed out <br />that each business has their own signage on the front <br />of the shopping center, and this signage is very <br />visible from the road. Scalze suggested that Rapid Oil <br />could put additional signage on the side of their <br />building. <br />Schack reported that during initial negotiations with <br />Mr. Boosalis, shopping center plans were reviewed, and <br />those plans showed two pylons for the second phase. <br />The decision to locate where they did was made by Rapid <br />Oil based on the fact that they would have their own <br />pylon. Schack reported that the site plan for Rapid <br />Oil showed a free-standing pylon. Schack stated that <br />normally Rapid Oil prefers not to share such things as <br />driveway accesses, parking lots, etc., however, part of <br />the lease agreement worked out with Boosalis was for a <br />separate free-standing sign for Rapid Oil. Schack <br />stated that it wasn't until Rapid Oil tried to obtain a <br />sign permit that it found out it could not have the <br />pylon. At this point the Rapid Oil building was <br />already under construction. <br />Fahey asked if there was a separate PUD Agreement for <br />each phase, if two pylons would have been allowed for <br />each phase. <br />The City Planner reported that the Sign Ordinance <br />states that two pylons are allowed for a shopping <br />center. The Planner reviewed the definition for <br />shopping center, and stated that his interpretation is <br />that the Rice at C Center is one shopping center. <br />Boosalis again pointed out that the Center is located <br />on two separate parcels which can be sold as two <br />Page 5 <br />
