MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />Scalze suggested that the resolution be adopted with <br />the following revision of the third paragraph: <br />"WHEREAS, representatives of the City of Little Canada <br />have had the opportunity to provide input to the Ramsey <br />County Charter Commission during the past two years in <br />developing this Charter, and" <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-3-120 - ADOPTING THE RESOLUTION <br />PROPOSED BY THE RAMSEY COUNTY CHARTER COMMISSION URGING <br />CITIZENS TO EXERCISE THEIR CONSTITUTIONAL RIGHT TO BE A <br />PART OF THEIR GOVERNING PROCESS BY VOTING ON THE ISSUE <br />OF THE AOME RULE CHARTER IN THE NOVEMBER 6, 1990 <br />GENERAL ELECTION WITH THE WORDING CHANGE INCLUDED IN <br />THE RESOLUTION AS SUGGESTED BY MRS. SCALZE <br />The foregoing resolution was duly seconded by LaValle. <br />Nays (5) Blesener, LaValle, Fahey, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />RECESS At this point in the meeting, 9:05 A.M., Council took a <br />short recess. The meeting was reconvened at 9:15 P.M. <br />SENIOR Mr. Armand Brachman, Dominium Group, appeared before <br />CITIZEN Council reporting that at the last Council meeting he <br />HOUSING outlined the interest of his group in a developing a <br />senior citizen housing project within the City. At <br />that time the Council had expressed some concerns, and <br />this evening he will attempt to address those issues. <br />Brachman reported that he presented his proposal, which <br />includes a request for Tax Increment Financing <br />assistance, to the Planning Commission last week. The <br />Planning Commission voted that it was their feeling <br />that the subject property would lend itself to this <br />type of project. <br />Brachman reported that other concerns had to do with <br />whether the project could be guaranteed to remain a <br />senior citizen project for a long period of time if, in <br />fact, the City provided TIF assistance. Brachman <br />reported that he has discussed this with his lenders <br />and they are comfortable with a covenant running with <br />the property for 20 years guaranteeing that the project <br />will remain age-restricted for that time.
