MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />Nays (2) Collova, Blesener. <br />Ordinance declared adopted. <br />RAMSEY Virginai Sykes appeared before the Council and reported <br />COUNTY that she was appointed a member of the Ramsey County <br />HOME RULE Charter Commission in 1987 representing District 1 and <br />CHARTER this Commission has been working on the issue of a Home <br />Rule Charter for the County. Sykes reported that this <br />evening she would like to present the Charter, which is <br />being proposed to the voters, and would like to ask the <br />Council to consider approving a resolution urging <br />citizens to go the the polls on November 6, 1990 and <br />vote on the issue of the Charter. <br />Scalze stated that she was concerned about the wording <br />of the third paragraph thinking that it might influence <br />voters. <br />5ykes reported that the former City Clerk worked with <br />the Charter Commission on the Home Rule Charter. Sykes <br />stated that the intent of the resolution was not to get <br />voters to vote a certain way on the Charter, but to <br />encourage voters to vote on the issue whichever way <br />they choose. At this point in the meeting, Sykes <br />presented a slide show on the Home Rule Charter. <br />Sykes pointed out that if the Charter is not adopted <br />the current operation of the County would continue, <br />wherein the County lobbies the Legislature for whatever <br />it desires. Sykes believed that process to be <br />expensive. Sykes pointed out that the Charter will <br />allow the County to bond for its long-term growth, and <br />this will open the process to more public input into <br />the process, in terms of public hearings, referendums, <br />recall, etc. <br />Scalze noted that Sykes has spent a lot of time on this <br />issue and thought it good that a citizen of Little <br />Canada was involved in the process. <br />Blesener stated that he agreed that the wording of the <br />resolution should be amended so that it does not appear <br />that the City is advocating a position on the issue. <br />Page 10 <br />
