MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />purchases within the City. <br />Scalze replied that the proposed ordinance would <br />require 50% of the funds raised by charitable gambling <br />within the City to be donated to organizations located <br />within the City. <br />Fahey stated that 50% of lawful purpose expenditures <br />would have to be made within the City's trade area. <br />Donations to the City's Park and Recreation Fund are <br />considered to be lawful purpose expenditures. <br />Thul pointed out that Lake Owasso Volunteer Council's <br />by-laws to not provide for this. <br />Scalze pointed out that this would include donations to <br />the DARE Program or the DAC, for example. <br />Fahey stated that the intent of the Ordinance is not to <br />require 50% of lawful purpose expenditures to be made <br />to the City, but that 50% of lawful purpose <br />expenditures be made within the City. Fahey asked if <br />the proposed ordinance would consider as a lawful <br />purpose expenditure within the trade area the purchase <br />of clothing at a business within the City which is then <br />donated to residents at the Lake Owasso Residence. <br />Thul reported that the mission of the Volunteer Council <br />is to provide a better quality of life for the <br />residents at the Lake Owasso Residence. The proposed <br />Ordinance would change that mission. <br />Fahey again asked his question regarding the purchase <br />of clothing within the trade area. <br />The City Attorney noted that the Ordinance provides for <br />the expenditure for lawful purposes conducted or <br />located within the City of Little Canada's trade area. <br />Collova asked if a Christmas party held at a Little <br />Canada business would qualify under the proposed <br />ordinance, <br />The City Attorney replied that it would qualify if a <br />Christmas party falls within the definition of lawful <br />purpose under State law. <br />Blesener asked if charitable gambling money is used for <br />the development of the City's park system, if the City <br />would be required to use Little Canada contractors for <br />Page 5 <br />
