MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />the park improvements under the provisions of the <br />Ordinance. <br />Fahey stated that the ordinance requires that the <br />charitable gambling money be spent on lawful purposes, <br />and a donation to the City's Park Fund is considered a <br />lawful purpose, <br />The City Attorney replied that that was correct even if <br />the money is expended to hire a contractor from outside <br />the City to make the park improvements. <br />Blesener questioned if this is the case, why Lake <br />Owasso could not purchase goods within the City's trade <br />area for use at the Lake Owasso Residence. <br />Fahey stated that it was his feeling that this would be <br />permitted, since the purchase of goods for residents <br />would be considered a lawful purpose. <br />Blesener pointed out that the funds were not being <br />given to a lawful purpose orqanization within the City. <br />Fahey pointed out that the Council could take the <br />position of only granting gambling licenses to lawful <br />purpose organizations within the City which is a <br />position that other city councils have taken. <br />Bob Matson, North Suburban Youth Association, reported <br />that this organization has received a grant application <br />from the Roseville Area School District asking for a <br />donation towards the cost of a graduation party for <br />seniors which will be held at the Roseville Area Middle <br />School. Matson asked if this type of donation would <br />qualify as being made within the City's trade area. <br />Blesener replied that if the donation is made through <br />the Middle School, there would be no problem since the <br />Middle School is located within City limits. Fahey <br />agreed. <br />Matson asked if any School District request that fell <br />within Little Canada boundaries would qualify. <br />Fahey replied that that was correct if the donation was <br />made for a lawful purpose conducted or located within <br />the Little Canada trade area. <br />Thul asked if money could be spent within the City for <br />goods to be taken outside the City and donated to <br />Page 6 <br />
