MINUTES CITY COUNCIL March 14, 1990 the park improvements under the provisions of the Ordinance. Fahey stated that the ordinance requires that the charitable gambling money be spent on lawful purposes, and a donation to the City's Park Fund is considered a lawful purpose, The City Attorney replied that that was correct even if the money is expended to hire a contractor from outside the City to make the park improvements. Blesener questioned if this is the case, why Lake Owasso could not purchase goods within the City's trade area for use at the Lake Owasso Residence. Fahey stated that it was his feeling that this would be permitted, since the purchase of goods for residents would be considered a lawful purpose. Blesener pointed out that the funds were not being given to a lawful purpose orqanization within the City. Fahey pointed out that the Council could take the position of only granting gambling licenses to lawful purpose organizations within the City which is a position that other city councils have taken. Bob Matson, North Suburban Youth Association, reported that this organization has received a grant application from the Roseville Area School District asking for a donation towards the cost of a graduation party for seniors which will be held at the Roseville Area Middle School. Matson asked if this type of donation would qualify as being made within the City's trade area. Blesener replied that if the donation is made through the Middle School, there would be no problem since the Middle School is located within City limits. Fahey agreed. Matson asked if any School District request that fell within Little Canada boundaries would qualify. Fahey replied that that was correct if the donation was made for a lawful purpose conducted or located within the Little Canada trade area.
