MINUTES <br />CITY COUNCIL <br />MARCH 14, 1990 <br />The next issue discussed was the Administrator's <br />involvement in organizations outside the City. The <br />Council was agreeable to this involvement as outlined <br />by the Administrator, noting that the Administrator's <br />first priority was the running of the City. <br />The Administrator asked the Council's feeling for <br />rescheduling Council meetings once or twice per year <br />when a meeting falls on the same day as an annual <br />conference. <br />It was the concensus of the Council not to reschedule a <br />Council meeting, and the Council informed the <br />Administrator to feel free to attend the conference <br />rather than the Council meeting if the agenda for the <br />Council meeting permits. <br />The Administrator raised the issue of communications <br />with the Council, with the Council indicating that the <br />Administrator was doing a good job in this area. <br />Council was not opposed to one-on-one sessions between <br />Councilmembers and the Administrator, but felt that <br />rather than setting up a formal schedule for these <br />meetings to occur, they be scheduled on an as-needed <br />basis. <br />Council discussed the Administrator's function with the <br />Park and Planning Commissions, indicating that they did <br />not expect the Administrator to attend all Park and <br />Planning Commission meetings. Council suggested that <br />the Administrator use his judgment in determining when <br />he is needed at Commission meetings. <br />Scalze also encouraged the Administrator to voice his <br />opinions with regard to the Recreation Department. <br />The Administrator asked for the Council's opinion of <br />his role during Council meetings, reporting that he is <br />comfortable with his current role. <br />The Council encouraged the Administrator to take an <br />active role during the meetings, making comments or <br />suggestions whenever he feels appropriate. <br />Page 2 <br />
