MINUTES CITY COUNCIL MARCH 14, 1990 In the Administrator's March 9th memo he outlined a suggested procedure for dealing with complaints, and asked the Council's opinion on this matter. The Council indicated that they do not need to be informed of all complaints, but would like follow-up on complaints which they themselves have referred to the staff as well as follow-up on major complaints. It was the concensus of the Council that the Administrator's plans for performance reviews of City staff inembers were good. As outlined in the Administrator's memo, he is to have a performance evaluation after six months employment. The Council reviewed the evaluation form submitted by the Administrator, and Council felt the form should be reviewed by Sathe & Associates. Fahey directed that a letter be sent to Sathe & Associates asking for their assistance in this matter. Council reviewed the Administrator's suggestion for his role in addressing City policy revisions he feels are necessary with the Council feeling the suggestion a good one. The Administrator asked if the Council had any concerns that they would like to address. Scalze stated that she had a concern with code enforcement, feeling that the City should no longer address violations on a complaint basis, but should take an active roll in getting violations into conformance. Council agreed with this position and it was the concensus of the Council that a procedure should be established for dealing with violations. Council felt that the majority of violations were junk cars, and Council wanted the Ordinance reviewed to determine if the City has the authority to have junk cars removed from properties. If not, Council felt the Ordinance should be amended giving the City this authority. Fahey expressed concern with the appearance of the Johnson property on Noel Drive and asked staff to report on whether or not this business is licensed. Page 3
