MINUTES <br />CITY COUNCIL <br />MARCH 14, 1990 <br />In the Administrator's March 9th memo he outlined a <br />suggested procedure for dealing with complaints, and <br />asked the Council's opinion on this matter. <br />The Council indicated that they do not need to be <br />informed of all complaints, but would like follow-up on <br />complaints which they themselves have referred to the <br />staff as well as follow-up on major complaints. <br />It was the concensus of the Council that the <br />Administrator's plans for performance reviews of City <br />staff inembers were good. <br />As outlined in the Administrator's memo, he is to have <br />a performance evaluation after six months employment. <br />The Council reviewed the evaluation form submitted by <br />the Administrator, and Council felt the form should be <br />reviewed by Sathe & Associates. Fahey directed that a <br />letter be sent to Sathe & Associates asking for their <br />assistance in this matter. <br />Council reviewed the Administrator's suggestion for his <br />role in addressing City policy revisions he feels are <br />necessary with the Council feeling the suggestion a <br />good one. <br />The Administrator asked if the Council had any concerns <br />that they would like to address. <br />Scalze stated that she had a concern with code <br />enforcement, feeling that the City should no longer <br />address violations on a complaint basis, but should <br />take an active roll in getting violations into <br />conformance. <br />Council agreed with this position and it was the <br />concensus of the Council that a procedure should be <br />established for dealing with violations. Council felt <br />that the majority of violations were junk cars, and <br />Council wanted the Ordinance reviewed to determine if <br />the City has the authority to have junk cars removed <br />from properties. If not, Council felt the Ordinance <br />should be amended giving the City this authority. <br />Fahey expressed concern with the appearance of the <br />Johnson property on Noel Drive and asked staff to <br />report on whether or not this business is licensed. <br />Page 3 <br />
