MINUTES <br />CITY COUNCIL <br />March 28, 1990 <br />which will be brick and glass and will be a <br />continuation of the existing building. The addition is <br />proposed to be three stories in height. <br />Fahey asked if the 100 foot buffer will remain <br />undisturbed expect for the proposed fence and access <br />areas. <br />Burrow replied that this was correct. Burrow also <br />pointed out that it may be possible to install a <br />plastic-coated fence and introduce a color to the fence <br />which would make the fence disappear, for the most <br />part. <br />Mark Stevens, St. Jude Medical, reported that the fence <br />is needed for security reasons. There have been three <br />fires on the property, one of them serious. There have <br />been problems with trespassing and partying on the site <br />as well as ATV damage. <br />Blesener asked if the fence could be located as far <br />away from the property line in the 100 foot buffer area <br />on the Oakmont Condominium side of the property as <br />possible. <br />Stevens pointed out that there is a bank on that side <br />of the property which makes fence placement difficult. <br />Stevens did not anticipate that the fence would be <br />visible from the condominiums except during the winter <br />months. <br />Burrow explained the proposed location of the fence on <br />the property line shared with Oakmont again pointing <br />out that St. Jude wishes to perserve as many trees as <br />possible and will work the fence in with the trees and <br />terrain as best as it can. Again Burrow reported that <br />St. Jude is willing to install a colored fence similar <br />to the type used at the Minnesota Zoo. <br />Fahey reviewed the concerns of Barbara Proehl which <br />were raised at the Planning Commission meeting and <br />submitted to the Council in a letter dated March 27, <br />1990. Fahey stated that Proehl's position was unique <br />in that most citizens request some sort of screening oY <br />fencing, while Proehl is requesting that the buffer <br />zone not be disturbed. Fahey stated that the St. Jude <br />had agreed that there would be no construction within <br />the 100 foot buffer zone in its PUD Agreement, however, <br />he is aware of the problems that have occurred at the <br />site and he could not see any basis for denying the <br />fence request. <br />Page 14 <br />
