MINUTES <br />CITY COUNCIL <br />March 28, 1990 <br />Proehl indicated that at the Planning Commission <br />meeting there was no indication of where the fence <br />would be located. Proehl stated that the northeast <br />section of the site is less wooded, and she was very <br />concerned from an aesthetics standpoint about the <br />fence. Proehl asked if there was a way to install the <br />fence into the woods so that it would not be seen from <br />the Oakmont Condominiums. Proehl also reported that <br />during the construction of the St. Jude building, dirt <br />washed into an existing ponding area adjacent to <br />Oakmont which causes run-off to spread out over a <br />larger area. <br />Proehl stated that she would like to see stakes showing <br />the fence location. Proehl thought the fence could be <br />located within the woods, and did not think that <br />vandals would access the property from the Oakmont side <br />with the residents of Oakmont having a good view of <br />this area from their windows. <br />A resident of Oakmont reported that she did not want to <br />see a fence that would deny wildlife access to the <br />Oakmont property. This resident did not believe <br />vandals accessed the St. Jude property from the oakmont <br />side. <br />Fahey felt it would be unrealistic to tell St. Jude <br />that they could not put a fence up for security <br />reasons. <br />Scalze pointed out that the property had previously <br />been zoned residential and Oakmont Condominiums could <br />have had development much closer to the property line <br />with no 100 foot buffer. <br />The residents of Oakmont indicated that they were glad <br />that they have St. Jude as a neighbor, however, were <br />opposed to being able to see a fence from their <br />windows. Proehl again asked if the fence could be <br />placed in the trees. <br />Stevens stated that St. Jude will do whatever it can to <br />accommodate the concerns of the Oakmont residents, but <br />at the same time must protect its investment. <br />The concensus of the Council was to ask St. Jude to use <br />its discretion it placement of the fence facing the <br />Oakmont property. <br />Page 15 <br />
