MINUTES <br />CITY COUNCIL <br />April 11, 1990 <br />to the City this evening on behalf of the Fire <br />Department and St. Joseph's Society and Servants of <br />Mary, and stated that he hoped this support to the City <br />could continue through charitable gambling. Boss <br />pointed out the negative press that charitable gambling <br />receives, and stated that he was happy that something <br />positive could come to the City from charitable <br />gambling. Boss was sure that the new fire station was <br />something that the citizens of Little Canada would be <br />proud of. <br />The Acting Mayor thanked the Fire Department as well as <br />St. Joseph's Society and Servants of Mary on behalf of <br />the City for their generous donation. <br />PUBLIC The Acting Mayor opened the Public Hearing to consider <br />HEARING the enlargement of Tax Increment Financing District No. <br />TIF DISTRICT 2-1 and the adoption of a Modified Tax Increment <br />No. 2-1, Financing Plan relating thereto for the Country Drive <br />COUNTRY DR. area, <br />Pat Pelstring, Business Development Services, appeared <br />before the Council and reported that the public hearing <br />was called to consider two basic changes in the <br />District, the first being to include all the necessary <br />redevelopment area within the district including <br />Country Drive to give the City the opportunity to do <br />public improvements of Country Drive if the need <br />arises. The second change is to modify the TIF budget <br />to include the entire development proposal for <br />completing the area. A budget amount is set forth in <br />the plan of $1.96 million, however, this budget does <br />not tie the City to any figures or a specific <br />developer, but gives the City full funding authority <br />within the plan. <br />Blesener pointed out that the expansion of the district <br />accomplishes what was always the City's intent. <br />Pelstring replied that this is correct. <br />LaValle pointed out that purchase agreements for the <br />entire area have not been executed. <br />Again, Pelstring replied that this was correct. The <br />developer has met the City's minimum requirements and <br />has 60% of the property under purchase agreement or <br />option.
