MINUTES <br />COUNCIL AND PLANNING WORKSHOP <br />April 11, 1990 <br />interested in attending such a session. Scalze <br />reported that the Commission Chairman was invited to <br />attend the 1989 session, he could not make it and Peggy <br />Schweizer attended representing the Commission. <br />The Commissioners indicated an interest in attending <br />such a seminar. <br />The City Administrator reported that the City recently <br />received the written report on the 1989 goal-setting <br />session, and he would distribute it within the next few <br />days. <br />Art Aerkenhoff pointed out that the Planning Commission <br />plays a definite role in the City's decision-making <br />process, and indicated that sometimes the Commission <br />feels that their recommendations on particular items <br />make no difference. Herkenhoff also pointed out that <br />there was nothing brought before the Commission on the <br />issue of the new fire station or on the purchase of <br />park land. Herkenhoff stated that the Commission would <br />like to know the parameters of both the Park Commission <br />and Planning Commission. Aerkenhoff asked if the <br />purchase of additional park property is a matter that <br />the Planning Commission should review and make a <br />recommendation on. <br />DeLonais pointed out that the City of Vadnais Heights <br />is amending its comprehensive park plan and this is <br />something that their planning commission is involved <br />in. <br />Blesener agreed that there have been many times that <br />the Council rushed into things without asking for the <br />Planning Commission's review. Blesener felt that the <br />Planning Commission should consider the purchase of <br />additional park property from a land use perspective. <br />Drabik stated that she agreed with the comments made by <br />Herkenhoff and asked what the relationship should be <br />between the Park and Planning Commissions. Drabik felt <br />that there was a lack of long-range planning, pointing <br />out that the Commission has only been asked to react to <br />development proposals. <br />Page 2 <br />
