MINUTES COUNCIL AND PLANNING WORKSHOP April 11, 1990 interested in attending such a session. Scalze reported that the Commission Chairman was invited to attend the 1989 session, he could not make it and Peggy Schweizer attended representing the Commission. The Commissioners indicated an interest in attending such a seminar. The City Administrator reported that the City recently received the written report on the 1989 goal-setting session, and he would distribute it within the next few days. Art Aerkenhoff pointed out that the Planning Commission plays a definite role in the City's decision-making process, and indicated that sometimes the Commission feels that their recommendations on particular items make no difference. Herkenhoff also pointed out that there was nothing brought before the Commission on the issue of the new fire station or on the purchase of park land. Herkenhoff stated that the Commission would like to know the parameters of both the Park Commission and Planning Commission. Aerkenhoff asked if the purchase of additional park property is a matter that the Planning Commission should review and make a recommendation on. DeLonais pointed out that the City of Vadnais Heights is amending its comprehensive park plan and this is something that their planning commission is involved in. Blesener agreed that there have been many times that the Council rushed into things without asking for the Planning Commission's review. Blesener felt that the Planning Commission should consider the purchase of additional park property from a land use perspective. Drabik stated that she agreed with the comments made by Herkenhoff and asked what the relationship should be between the Park and Planning Commissions. Drabik felt that there was a lack of long-range planning, pointing out that the Commission has only been asked to react to development proposals. Page 2
