MINUTES <br />COUNCIL AND PLANNING WORKSHOP <br />April 11, 1990 <br />Scalze agreed that there should be more long-range <br />planning going on. <br />Aerkenhoff agreed there was the need for long-range <br />planning, and felt that the Planning Commission should <br />be used as a sounding board for the Council, and not as <br />a body that needs to be put up with, Herkenhoff again <br />pointed out that the Commission never had input on the <br />new fire station proposal or the purchase of additional <br />park land. Herkenhoff stated that the Commissioners <br />are not seeking power, but rather want to do their job <br />to help the community be a better place in which to <br />live. <br />Aerkenhoff also pointed out the situation with the <br />City's Sign Ordinance, and the numerous variance <br />requests being made. <br />Scalze pointed out that a lot of work was put into the <br />Sign Ordinance, but every developer coming into the <br />City feels they should have a higher or bigger sign. <br />Scalze also pointed out that developers know that the <br />Planning Commission is an advisory group, therefore, <br />these developers lean hard on the Council. <br />Blesener stated that putting development proposals <br />through the process stretches it out longer, however, <br />this gives everyone more time to think about the <br />proposal. Blesener felt that the input of the Planning <br />Commission helps the Council to make a better decision. <br />Blesener stated that there are times that he may <br />disagree with the recommendation of the Planning <br />Commission, however, he does read the Planning <br />Commission minutes and notes the vote on each <br />recommendation. Blesener agreed that the Council has <br />not sent everything it should have to the Commission <br />for their input. <br />Collova stated that he, too, reads the Planning <br />Commission minutes and finds the questions raised and <br />the discussion by the Planning Commission helpful. <br />Collova noted from the materials presented on planning <br />commissions that to a great extent the source of <br />planning commission judgements must be founded in a <br />well-drawn comprehensive plan. Collova felt the <br />comprehensive plan should be used as a basis for <br />decision-making. <br />Scalze pointed out that comprehensive plans should be <br />reviewed every 3 to 5 years, and the City's plan has <br />not been reviewed for 10 years. <br />Page 3 <br />
