MINUTES <br />COUNCIL AND PLANNING WORKSHOP <br />April 11, 1990 <br />March, the Commissioners have never really understood <br />TIF, and some of the Commissioners still have doubts <br />about it. DeLonais asked what TIF does for the <br />taxpayers of the City. DeLonais also pointed out that <br />the Commission was not presented with all the figures <br />on the EMC proposal at their meeting last week. <br />Blesener pointed out in giving TIF assistance, the City <br />is assuming that the property would not develop on its <br />own. <br />The City Administrator reported that the EMC proposal <br />is unfortunate in that the City has been very rushed to <br />consider whether or not to provide TIF assistance <br />before the Legislative Session is over. The <br />Administrator reported that the differences between the <br />Gordie Howe and EMC proposals have been discussed, and <br />a meeting was held with EMC on Monday and a package <br />presented to them using as a basis the difference in <br />the amount of taxes that would be generated between the <br />two proposals. <br />Drabik stated that she would have liked some prior <br />notification that the EMC proposal was going to be <br />presented. <br />The Administrator reported that the Council has asked <br />him to notify the Planning Commission in advance of the <br />proposal. However, Pat Pelstring was out-of-town, the <br />numbers provided by EMC were incorrect and there had <br />been no negotiations with EMC at that point. <br />The Administrator showed some overheads and explained <br />the EMC TIF request and the differences in the amount <br />of taxes that are estimated would be generated from the <br />Gordie Howe proposal and the EMC proposal. The <br />Administrator pointed out that Gordie Howe would not <br />have closed on the property until December of 1990, <br />therefore, it is doubtful that additional taxes would <br />be generated until 1992. The Administrator also <br />pointed out that his assumptions include EMC <br />constructing their development during 1990 and project <br />costs would be $4 million. The Administrator estimated <br />that over an eight year period the EMC proposal would <br />generate an additional $657,000 in property taxes over <br />the Howe proposal, plus EMC has the ability to expand <br />their building, thus adding to the taxes. <br />The Administrator reported that the $657,000 would <br />allow the City to meet its policy of providing loo <br />Page 5 <br />
