MINUTES <br />COUNCIL AND PLANNING WORKSHOP <br />April 11, 1990 <br />DeLonais pointed out a TIF inap which was recently <br />published in the North Suburban Press. DeLonais noted <br />that the Planning Commission had no input on that map, <br />and he would like to see where the TIF Districts are. <br />The City Administrator reported that the Districts were <br />adopted in 1987 and the materials which were published <br />would allow the districts to be tied together. <br />Scalze pointed out that the City has an Economic <br />Development Committee and that Gene DeLonais and Peggy <br />Schweizer serve as members of that committeee <br />Drabik asked the relationship between the Planning <br />Commission and the Economic Development Committee. <br />Blesener reported that the Committee was started as a <br />sounding board for new development or existing <br />development and was not intended to replace the Council <br />or Planning Commission, but as a group that developers <br />could approach to determine if there was any interest <br />on the part of the community in a particular <br />development. <br />DeLonais pointed out that he voted in favor of TIF <br />assistance for the EMC development proposal, but after <br />further thought, he would vote against it, <br />Scalze noted that the Greiman property was designated <br />in the Comp Plan in 1980 or 1981 as an area needing <br />further study. <br />DeLonais pointed out that about a year ago, Mr. Greiman <br />approached the Planning Commission and asked what they <br />felt the best development would be for his property. <br />At that time, the Commission indicated that they felt <br />the property should develop as residential. <br />Herkenhoff pointed out the EMC proposal which was <br />presented to the Commission on short notice with no <br />time for study. Herkenhoff stated that the Commission <br />needs adequate time and information in order to make a <br />decision that will effect the tax base of the City. <br />DeLonais pointed out that Gordie Aowe was going to <br />purchase the Greiman property for $455,000 and now EMC <br />is proposing to purchase it for $1.3 million and is <br />asking for TIF assistance. DeLonais asked why the City <br />should subsidize a deal like this. DeLonais pointed <br />out that prior to Mr. Pelstring's presentation in <br />Page 4 <br />
