MINUTES <br />COUNCIL AND PLANNING WORKSHOP <br />April 11, 1990 <br />Blesener stated that, in all honestly, he did not <br />believe the issue of TIF is one the Planning Commission <br />needs to address. <br />Costa disagreed pointing out that he is a taxpayer <br />within the City. <br />Blesener felt that the Commission and Council must <br />consider what is better for the City in the long-range <br />rather than the short-range. <br />Costa pointed out that the Planning Commission <br />indicated that it liked the EMC proposal, however, did <br />not feel TIF assistance was warranted. <br />Scalze pointed out that when the Council holds public <br />hearinqs on TIF, there is no one from the general <br />public present. <br />Costa was concerned about TIF projects where land <br />values are inflated. <br />Drabik pointed out that the Comprehensive Plan <br />indicates that the City's role in the big picture is <br />residential and that the City has enough commercial <br />development. Drabik asked about the proposed rezoning <br />of the Greiman property and if the Council's feeling is <br />that a higher intensity is bettere <br />Scalze replied that rezoning hearings are held at the <br />request of a landowner and the City must react to <br />rezoning requests. <br />Collova felt that the City should have a strong <br />Comprehensive Plan, and pointed out that the Greiman <br />property is a grey area within the plan. Collova felt <br />that the site could go either way. <br />DeLonais expressed concern that the City Council <br />addressed the development proposal for the Jackson <br />Street and Little Canada Road area without input from <br />the Planning Commission. DeLonais questioned <br />statements made at the Council meeting that the <br />neighbors would be opposed to the proposal. <br />Pedersen asked the Council's expectations of the <br />Planning Commission. <br />Bendel stated that he is uncertain as an individual <br />what his role on the Planning Commission should be, and <br />Page 7 <br />
