MINUTES <br />COUNCIL AND PLANNING WORKSHOP <br />April 11, 1990 <br />pointed out that each Commissioner's approach is quite <br />different. Bendel stated that a typical task is quite <br />narrow, that is determining whether a proposal <br />consistent with the Comprehensive Plan. Bendel stated <br />that sometimes Commissioners air political views in <br />their discussions. Bendel stated that he would like <br />some directive of how the Commission should spend its <br />time. <br />Blesener pointed out that the Planning Commission is an <br />important source of input for the Council, however, <br />noted that there are times that the Council disagrees <br />with the Commission. Blesener felt the Commission <br />should look at an issue, provide input, and relate the <br />issue to the Comp Plan as well as indicate whether the <br />Commission feels the proposal is in the best interests <br />of the City. <br />Scalze felt the Commission needs to address whether a <br />proposal was right for the City today as well as in 20 <br />years from now. Scalze also felt the Commission should <br />look at whether or not a particular Code is right for <br />the City, and if the Commission feels it is not, the <br />Commission should propose Code changes. <br />Drabik felt that the Commission needed more information <br />to utilize in their decision-making process, such as <br />information on roads, etc. Drabik also felt the <br />Commission should be utilized for other than <br />development review. <br />Council also noted that the Planning Commission should <br />feel free to disagree with the City Planner, noting <br />that he is another source of input to consider in the <br />decision-making process. <br />Drabik expressed concern with the timeliness with which <br />the Commissioners receive Planner's reports. <br />The Council instructed the City Administrator to relay <br />this concern to the Planner and ask that he get his <br />reports to the Commissioners a few days prior to their <br />meetings. <br />The Council and Commissioners discussed a future <br />goal-setting session with the Commissioners indicating <br />that they would all like to take part in such a <br />session. It was also suggested that quarterly <br />workshops of the Council and Commission would be <br />helpful. <br />Page 8 <br />
