MINUTES CITY COUNCIL APRIL 25, 1990 Fahey reported that on Tuesday, May 8th, at 7 P.M. there will be a town meeting conducted by the Mayors' Commission Against Drugs at the City Center. The public is invited to attend. Blesener pointed out previous Council discussion on April lith regarding County composting sites. Since that time the Ramsey County Board of Commissioners has discussed this subject and has decided to keep all its compost sites open during the summer. PUBLIC The Mayor opened the Public Hearing relating to HEARING Development District No. 1 and the Adoption of the TIF Development District Plan relating thereto, and the DISTRICTS Establishment of Tax Increment Financing District No. NO. 1& 4 4 and the Adoption of the Tax Increment Financing Plan relating thereto within Development District No. 1. The Mayor pointed out that this matter involved the Grieman property located at 177 East County Road B. The City had been presented with a development proposal for this site by the EMC Corporation, however, was recently informed that EMC's Board of Directors has put the project on hold for 90 days. Fahey indicated that the City will continue to attempt to work with EMC. Fahey pointed out that the Planning Commission has recommended against Tax Increment Financing assistance for the EMC Corporation by a vote of 5 to 2. However, the Planning Commission did indicate that EMC's proposed use of the property with a light manufacturing facility is consistent with the guidelines of the Comprehensive Plan. Fahey asked if there was anyone from the general public present wishing to comment on this matter. There was not. Upon motion by Blesener, seconded by LaValle, the public hearing was closed, Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION N0. 90-4-201 - ESTABLISHING TAX INCREMENT FINANCING DISTRICT N0. 4 WITHIN DEVELOPMENT DISTRICT NO. 1 AND THE TAX INCREMENT FINANCING PLAN RELATING THERETO Page 3
