MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />Fahey reported that on Tuesday, May 8th, at 7 P.M. <br />there will be a town meeting conducted by the Mayors' <br />Commission Against Drugs at the City Center. The <br />public is invited to attend. <br />Blesener pointed out previous Council discussion on <br />April lith regarding County composting sites. Since <br />that time the Ramsey County Board of Commissioners has <br />discussed this subject and has decided to keep all its <br />compost sites open during the summer. <br />PUBLIC The Mayor opened the Public Hearing relating to <br />HEARING Development District No. 1 and the Adoption of the <br />TIF Development District Plan relating thereto, and the <br />DISTRICTS Establishment of Tax Increment Financing District No. <br />NO. 1& 4 4 and the Adoption of the Tax Increment Financing Plan <br /> relating thereto within Development District No. 1. <br /> The Mayor pointed out that this matter involved the <br /> Grieman property located at 177 East County Road B. <br /> The City had been presented with a development proposal <br /> for this site by the EMC Corporation, however, was <br /> recently informed that EMC's Board of Directors has put <br /> the project on hold for 90 days. Fahey indicated that <br /> the City will continue to attempt to work with EMC. <br />Fahey pointed out that the Planning Commission has <br />recommended against Tax Increment Financing assistance <br />for the EMC Corporation by a vote of 5 to 2. However, <br />the Planning Commission did indicate that EMC's <br />proposed use of the property with a light manufacturing <br />facility is consistent with the guidelines of the <br />Comprehensive Plan. <br />Fahey asked if there was anyone from the general public <br />present wishing to comment on this matter. There was <br />not. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed, <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-4-201 - ESTABLISHING TAX INCREMENT <br />FINANCING DISTRICT N0. 4 WITHIN DEVELOPMENT DISTRICT <br />NO. 1 AND THE TAX INCREMENT FINANCING PLAN RELATING <br />THERETO <br />Page 3 <br />
