MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Fahey, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />The City Administrator reported that he spoke with Paul <br />Winter of EMC Corporation who indicated that the <br />project has definitely been terminated, but could be <br />discussed by their Board at their next meeting in 90 <br />days. The Administrator reported that there are <br />advantages to the City by establishing the TIF District <br />in keeping its options open if another development <br />proposal comes before the Council. However, if there <br />is no activity within 18 months, the District will be <br />decertified. <br />Fahey noted that since the EMC project has been <br />withdrawn, there is no need for the Council to act on <br />Item 16a in the agenda, which is an inducement <br />resolution for industrial revenue bonds for EMC. <br />HISTORICAL Johanna Meath, representing the Historical Society, <br />SOCIETY reported on the Society's need for accessible storage <br />space. Meath reported that it was her understanding <br />that space for the Historical Society has not been <br />included in the plans for City Center expansion. <br />Blesener reported that there is a room set aside in the <br />city center expansion for storage space for the <br />Historical Society. <br />Fahey suggested that the City Council and Building <br />Committee discuss the storage needs of the Historical <br />Society as well as the Recreation Association focusing <br />on possible use of these two organizations of the old <br />fire station building. Fahey pointed out that this may <br />be an opportunity to retain a historical building, <br />address the needs of these two organizations, and <br />reduce costs of the city center expansion project. <br />SENIOR Johanna Meath reported that there is an overwhelming <br />HOUSING need for affordable housing for senior citizens. Meath <br />reported that property taxes are becoming too high for <br />seniors to be able to remain in their homes and <br />market-rents at $600 to $700 per month are too high. <br />Meath reported on the need for rents in the range of <br />$400 per month for seniors. <br />Page 4 <br />
