MINUTES <br />CITY COUNCIL <br />May 9, 1990 <br />children in separate centers, one being Hennessey's <br />center, and would like both his children to attend <br />Hennessey's day care center. <br />The Council explained the basis for their denial since <br />State Law currently permits day care centers for up to <br />12 children in R-1 areas, and approval of the request <br />would have set a precedent for future similar requests. <br />Fahey also pointed out the concerns raised by residents <br />of the neighborhood at the Planning Commission meeting, <br />and the fact that the City has to be concerned from a <br />public safety standpoint. <br />Morgan suggested that the Council consider these <br />requests on a case-by-case basis. <br />Council pointed out the need for consistency in dealing <br />with these issues. <br />BUSINESS LaValle reported that City staff has requested that the <br />LICENSING Council review the City's business lioensing procedure <br />since there are problems that exist with the procedure. <br />LaValle also pointed out that the $10 fee for a City <br />business license does not cover administrative costs. <br />Scalze asked what Vadnais Aeights charges for their <br />business license. <br />Glanzer reported that Vadnais Heights charges $35 for a <br />business license. While Vadnais Heights licenses all <br />businesses, a survey of surrounding cities showed that <br />Arden Hills, Maplewood, Roseville and Shoreview license <br />only selected businesses. <br />It was the concensus of the Council that the City <br />Administrator study the issue of business licenses <br />recommending which businesses should be licensed, why <br />they should be licensed, as well as an appropriate <br />license fee. <br />PIONEER PARK The City Attorney reported that the City's architect <br />RECREATION for the Pioneer Park recreation building delivered <br />BUILDING copies of the proposed contract between the City and BE <br />Construction for construction of this building. The <br />City Attorney reported that he reviewed the contracts, <br />made a couple of changes, and recommends approval. <br />Page 20 <br />
