MINUTES CITY COUNCIL May 9, 1990 children in separate centers, one being Hennessey's center, and would like both his children to attend Hennessey's day care center. The Council explained the basis for their denial since State Law currently permits day care centers for up to 12 children in R-1 areas, and approval of the request would have set a precedent for future similar requests. Fahey also pointed out the concerns raised by residents of the neighborhood at the Planning Commission meeting, and the fact that the City has to be concerned from a public safety standpoint. Morgan suggested that the Council consider these requests on a case-by-case basis. Council pointed out the need for consistency in dealing with these issues. BUSINESS LaValle reported that City staff has requested that the LICENSING Council review the City's business lioensing procedure since there are problems that exist with the procedure. LaValle also pointed out that the $10 fee for a City business license does not cover administrative costs. Scalze asked what Vadnais Aeights charges for their business license. Glanzer reported that Vadnais Heights charges $35 for a business license. While Vadnais Heights licenses all businesses, a survey of surrounding cities showed that Arden Hills, Maplewood, Roseville and Shoreview license only selected businesses. It was the concensus of the Council that the City Administrator study the issue of business licenses recommending which businesses should be licensed, why they should be licensed, as well as an appropriate license fee. PIONEER PARK The City Attorney reported that the City's architect RECREATION for the Pioneer Park recreation building delivered BUILDING copies of the proposed contract between the City and BE Construction for construction of this building. The City Attorney reported that he reviewed the contracts, made a couple of changes, and recommends approval. Page 20
