MINUTES <br />CITY COUNCIL <br />May 9, 1990 <br />ENGINEERING The Council reviewed the proposed contract with <br />CONTRACT Bonestroo Rosene Anderlik & Associates £or consulting <br />engineer services. <br />The City Attorney reported that he has reviewed the <br />contract and some revisions have been made to Sections <br />5.10 and 5.11. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-5-233 - APPROVING THE ENGINEERING <br />CONTRACT WITH BONESTROO ROSENE ANDERLIK & ASSOCIATES <br />AND AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE THE CONTRACT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, 5calze, Collova, Blesener, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />FRATTALONE The City Engineer reported that he is reviewing the <br />RECYCLING Frattalone recycling operation with regard to two <br />OPERATION concerns that have been raised by the City. The first <br />concern is with the effect of the weight of stockpiles <br />on the City's watermain and the second is the effect on <br />Country Drive as well as Ryan Drive. <br />The Engineer reported that Country Drive was built on <br />10 to 25 feet of peat material. In discussions with <br />Frank Frattalone, Mr. Frattalone indicated that much of <br />this peat material was hauled out and good base was <br />brought in for the road. However, the watermain was <br />constructed in the peat material. The Engineer <br />reported that Country Drive is in good condition. <br />However, the watermain being located outside the road <br />section and in peat causes problems. The Engineer <br />thought that the peat could be eating away at the pipe, <br />and Public Works has indicated that this is what caused <br />the recent main break. The Engineer also pointed out <br />that peat is more frost-susceptible, therefore, there <br />could be movement of the watermain. <br />The Engineer reported that there could also be a <br />problem with the watermain caused by the loading of the <br />vehicles going to and from the Frattalone recycling <br />operation via a driveway over the watermain. It was in <br />this area that one of the breaks has occurred. <br />Page 6 <br />
