MINUTES <br />CITY COUNCIL <br />May 9, 1990 <br />The Engineer stated that he would like to compile more <br />information on the watermain and soil conditions, <br />looking into the possibility of protecting the the main <br />from further deterioration. Otherwise the main could <br />be left in its current condition until there is street <br />reconstruction or the need to upgrade the main. <br />The Engineer estimated that it would take an additional <br />2 to 3 weeks to obtain additional soil information <br />which he would like to review before making a <br />recommendation. <br />Blesener asked if the weight of the recycling piles is <br />having any effect on the watermain. <br />The City Engineer reported that there would be an <br />effect if the piles were located on top of the <br />watermain. Aowever, the piles are back away from the <br />pipe, therefore, he did not believe the weight of the <br />piles was effecting the watermain. The Engineer also <br />stated that he did not believe the weight of the piles <br />was causing movement of the ground across the roadway. <br />The Engineer pointed out that those buildings were <br />constructed on peat and he felt the load from the <br />buildings themselves was having more effect than the <br />loading from as far away as the Frattalone site. The <br />Engineer stated that the buildings are settling due to <br />their own weight. <br />The Engineer reported that Ryan Drive was not <br />constructed to be a haul road, it cannot take heavy <br />loads on a regular basis, and it is deteriorating. <br />Blesener asked if the weight of Frattalone's stockpiles <br />is having a side-thrust effect. <br />The City Engineer felt it minor, stating that the <br />greatest effect would be directly underneath the pile. <br />However, there is some mushrooming effect, but the <br />distance of the buildinqs from the stockpiles would <br />make that effect negligible. <br />Blesener reported that he received complaints from <br />building owners in the area about the effect of the <br />stockpiles on their buildings. Blesener felt the <br />Council needed to take a pro-active approach and look <br />at all the issues involved a little harder before <br />taking action on Frattalone's permit request. <br />Frank Frattalone stated the issue that concerned him <br />was driving over the City's watermain, and that is <br />Page 7 <br />
