Fahey stated that he <br />was concerned that adoption of a landscape ordinance <br />would create problems similar to those the City has <br />faced with its sign ordinance. Fahey felt the City <br />needed to move cautiously in adopting a landscape <br />ordinance. <br />DeLOnais stated that the City must keep in mind that <br />ordinances do not address every instance that arises, <br />and sometimes variances are necessary. <br />Blesener stated that sometimes the Council and Planning <br />Commission need to take some extra time to think things <br />out. Blesener pointed out that the City's sign <br />ordinance was amended to allow for second pylons at <br />shopping centers having two road frontages. This came <br />up after a request by the shopping center on Minnesota <br />Street for a second pylon on their Viking Drive <br />frontage. Blesener felt that revising the ordinance to <br />allow second pylons for all shopping centers was <br />out-of-line. Blesener stated that when proposals for <br />ordinance ame»dments are made, more thought needs to be <br />given as to the effect of the amendment on neighbors <br />and future development. <br />DeLonais pointed out that the sign ordinance allows one <br />pylon as permitted with the second allowed by <br />conditional use permit. <br />Fahey stated that the benefit of the debate has been <br />that the City has looked at what other cities are doing <br />and has found that other cities are allowinq a second <br />pylon when a shopping center has two road frontages. <br />DeLonais pointed out the survey he did of 30 shopping <br />centers which he reported on at the May 3rd Planning <br />Commission meeting. DeLonais reported that he found <br />very few shopping centers with two pylons. <br />Fahey pointed out the results of the City Planner's <br />survey. Fahey also pointed out that sometimes there is <br />a difference between what a city's sign ordinance says, <br />and what is done in actual practice. <br />DeLonais pointed out that the issue of the sign <br />ordinance keeps coming up. <br />Page 2 <br />
