MINUTES <br />WORKSHOP MEETING <br />May 9, 1990 <br />Scalze stated that she believed this was true because <br />developers know they can keep pushing for changes. <br />Blesener stated that developers do not look at a city's <br />sign ordinance until after they have acquired a site <br />and their building is under construction. Its at this <br />point that the push for signage begins. <br />Costa pointed out that there is a push for signage <br />because signs help a business and businesses need all <br />the help they can get to be successful. <br />Fahey stated that no one disagrees. The City asked for <br />a sign ordinance that is comparable to what other <br />cities have and that ordinance is now being tested <br />against time and may no longer be in line with other <br />cities in some areas. <br />Blesener agreed that the City should look at amending <br />the sign ordinance, but should not give some developers <br />everything they want. <br />Drabik stated that it was her understanding that if a <br />request for conditional use permit meets all the <br />conditions of the ordinance, that request cannot be <br />denied. Drabik was concerned, however, that the Rice <br />at C Center was crowded, pointing out the canopy for <br />Food & Fuel and the signage on the side of the canopy. <br />Scalze pointed out that other cities allow separate <br />pylons for outlots and noted that the Rapid Oil <br />building is not located on a separate outlot. <br />DeLonais agreed that three pylons at the Rice At C <br />Center would be too cluttered. DeLonais felt that the <br />tenant signage on the buildings adequately identified <br />the businesses and there was no need for additional <br />pylons. <br />Garske pointed out the shopping center in Roseville <br />further south on Rice Street has only one pylon and <br />felt that this center had a nice appearance. Garske <br />felt the City should be concerned about the image it is <br />creating and asked if the proper image was to have a <br />pylon every 50 feet along Rice Street. <br />Fahey felt it a question of balancinq our ordinance <br />with what other cities do. Fahey stated that he did <br />not find the Rice At C Center to be cluttered and did <br />not feel the additional pylons requested by the <br />Page 3 <br />
