MINUTES <br />CITY COUNCIL <br />May 23, 1990 <br />ROSEVILLE The Counail reviewed the City Administrator's letter <br />CIRCULATOR dated May 18th regarding the Roseville Circulator route <br />expansion survey, which will be conducted to determine <br />if there is any interest in expansion of the <br />Circulator's route. <br />The Administrator reported that staff will attempt to <br />get some volunteer groups to help in distribution of <br />the surveys, thereby keeping survey costs minimal. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-5-259 - APPROVING CITY PARTICIPATION <br />IN THE ROSEVILLE CIRCULATOR ROUTE EXPANSION SURVEY AS <br />OUTLINED BY THE CITY ADMINISTRATOR <br />The foreqoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Fahey, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />TIF PoLICY Council reviewed the City Administrator's _ <br />correspondence dated May 18th regarding Tax Increment <br />Financing policy pointing out that the new legislation <br />provides for the immediate loss of local government <br />aids when cities proceed with economic development <br />districts. Fahey noted that under the new TIF <br />legislation it does not appear that the Howe/DeBace TIF <br />request will be feasible. <br />Scalze pointed out that the new law addresses districts <br />that were established between April 1st and April 30th <br />of this year. <br />The Administrator reported that districts established <br />during this time period will be subject to the new law <br />in one year. <br />Fahey suggested that staff contact EMC Corporation and <br />advise them of the changes in the Law. <br />Scalze agreed, and suggested that the property owner be <br />advised as well. <br />The Administrator suggested that Business Development <br />Services be involved in a pro-active marketing of the <br />Grieman site. <br />Fahey agreed and suggested that, if necessary, BDS meet <br />with the EMC Corporation to explain the Law changes. <br />Page 16 <br />
