MINUTES <br />CITY COUNCIL <br />May 23, 1990 <br />KELLER Scalze pointed out that the upgrading of Keller Parkway <br />PARKWAY is no longer on the County's five-year plan. Scalze <br />suggested that the City Administrator contact the <br />County and request that this improvement be placed back <br />on the plan. <br />Fahey aqreed, and requested that the Administrator <br />report back to the Council on this issue. <br />UTILITY Collova reported that he received two negative comments <br />BILLING about the City's utility billing system. The <br />complaints were that the bills are no longer mailed in <br />envelopes, and under the new format customers no longer <br />receive return envelopes. <br />The City Administrator pointed out that the City has <br />converted to a new utility billing computer system <br />which is used by several other cities. The <br />Administrator reported that the City is realizing a <br />savings in postage costs under the new format, and to <br />convert the system would be expensive. <br />TEXT Council reviewed the memo submitted by the Building <br />AMENDMENT - Inspector and Fire Chief dated May 23rd regarding the <br />ACCESSORY proposed text amendment increasing accessory building <br />BUILDING size in Industrial areas and its effect on Appendix E. <br />SIZE IN <br />INDUSTRIAL Scalze stated that she did not feel adoption of the <br />AREAS text amendment was in the interest of economic <br />development in the City, since accessory buildings do <br />not generate much tax revenue. <br />Collova pointed out that accessory building space is <br />very important to some types of businesses, Knox for <br />example. <br />The City Planner reviewed the history of this proposal, <br />which began with a variance request made by Fuel <br />Economy for additional accessory building space. The <br />Planner suggested that if Appendix E is an issue, the <br />City could allow existing accessory building space to <br />be expanded rather than allow new separate accessory <br />buildings. <br />Collova suggested that Fuel Economy be contacted to <br />determine if they are interested in expansion of their <br />existing accessory storage buildinqs. <br />Fahey suggested that the Ordinance limit accessory <br />Page 17 <br />
